Should the person make a hotel reservation to get a tourist visa?

My friend, a citizen of a CIS country, is visiting Canada on a tourist visa. Does she have to reserve a hotel and purchase a tourist's package to convince them she has no immigration purpose?
She has an abundance of visas in her foreign passport, done a Msc in Harvard, etc.

It's not necessary i suppose, but if you want to make a stronger case there are some sites which offer , book now pay later options, they dont charge a booking or cancellation fee.

In Pakistan they don't take the application if ine does not have itinerary so it is a must. Though air ticket is not compulsory.

The booking was made by booking.com in the mail i received ,but the site was Agoda.com I think. The confirmation emails i put with my applications are from booking.com .
