Should Marksheets for Failed Semesters be sent for WES eval?

I have completed a Bachelors in Engineering from Mumbai University. In my 4th semester, I failed 2 subjects. Thus, I have 2 marksheets for the 4th semester.
1. One which has these 2 subjects marked as failed, and remaining 4 subjects as passed.
2. The second one, which was obtained later, that has these 2 subjects marked as passed along with the remaining 4 subjects.

Do I need to send both of these marksheets for WES evaluation, or only the one that shows the subjects as passed.
