Should I wait for ECA before opening CIC account ?

As stated in the subject
I got my ielts results, and tomorrow I will be opening a WES account to get my ECA, this should take a month I guess, should I start CIC account now or after I get ECA or it doesn't matter when ?

ECA and IELTS for the primary applicant should be ready and available to submit an Express Entry profile. So you can wait till you have your ECA.
