Should I submit LoE if it's only optional? Must I provide source of income?

Hello everyone,

I am a 25-year-old international student from Vietnam. I will apply for study permit in Feb and I have 2 concerns as below:

Firstly, regarding the Letter of Explanation, the online application website shows that Letter of explanation is only optional, with the following guide: "If you would like to provide more information about your application that you have not already provided, you can attach a letter of explanation to your application". In this case, should I still write and upload it?

Secondly, regarding the Financial Proof, I have a problem with the source of income. My mom is my sponsor. She has ~75,000 CAD in her bank saving account for >1 year and an additional 11,000 CAD just put to the bank a few days ago. The 75,000 CAD alone is enough to cover my 2 year tuition fee (38,000 CAD) + living expense + airline tickets. However, when I consulted some visa agencies, they told me I had to prove the source of income i.e. where this money came from, because it is easy to make a fake saving bank account in Vietnam. Some agencies even told me that my sponsor must have a stable monthly income of at least 2,500 CAD. This is not supported by the information I read on CIC website, but the visa agencies seemed to be so sure about that, so I am quite confused whether the case is different from country to country.

FYI: my family has a small business since 2011 and we have been saving this money since. However, the economic nature in Vietnam is that lots of small family businesses pay presumptive tax and there is no way to prove their monthly income as there is no bookkeeping or financial statements, including our family's business.

Below are some more details of my case:
  • I got admitted to John Molson School of Business MBA Program (Concordia University, Montréal, Québec). Tuition fee for 2 years is 38,000 CAD. Program starts in Sep 2017.
  • I already got CAQ
  • My immediate family only includes my mom and me. I will go alone. I have no family member in Canada.
  • Academic performance: IELTS 7.0, GMAT 730, Bachelor's degree in Business Admin with GPA 8.1/10 (Classification: Very good)

This is really important to me so I appreciate your thoughts on my case. Thank you very much :)

Hello dear, I can help you with your first concern.

Though LOE is optional, but On online portal you have not any option to attach your testimonials i.e marksheets o IELTS/GMAT/10/12/Diploma/Degree/Masters, certies of Work-Ex/Marriage etc

For this all, you have to include them all in single pdf file with SOP having size maximum of 4 MB.

Besides that, putting a LOE with some strong reasons ans good point is always helpful to us to boost chances of getting approved for study permit.

1. It's enough to show funds in a/c. It's not mention anywhere on checklist to prove source of income, considering mother is a sponsor. If you are getting any cash entrance award for high GMAT score, attach it as well.
