Maybe it will be helpful to share with us about your situation? To begin with, why don't you think you are qualified for any of the three streams (FSWP/FSTP/EC)? Did you do the due diligence to go through the criteria? You don't meet the minimum criteria for any of these three?

Yeah, yeah I went through the eligibility criteria. Now, here's my criteria/situation and I am going to say 3 words which settle it all.

"No Work Experience". Period.

That's the dilemma, otherwise I am a graduate engineer (16 years of education). I have even taken postgraduate level courses but probably won't graduate that. My specialization is Robotics. In case you are from Canada, or any other advanced country, you should know it is quite in-demand currently. But globally not here.
Thanks to a culture of nepotism & references, lack of industries etc. I am still unemployed, until I get the experience, I can't immigrate. But once I am employed, I probably won't consider immigrating for a while because a career/future is the main reason to move in the first place.
So I am stuck in this catch-22.

If I ignore the unethical work standards of blue collar jobs here AND the fact that I educated myself to avoid that, and work as a hotel waiter for a year. I don't think CIC will seriously consider my application because engineering degree doesn't match up with hotel services. I guess it isn't even in the NOC list. Even though most PRs work odd jobs, it isn't officially made look that way.
I don't mind working odd jobs in Canada though, because at least that helps me to new opportunities in the future.

In fact, I don't even need to go through the criteria, it's well-known that you need experience.

You're right. You need at least one year of full time paid work experience to immigrate. Without the work experience - immigrating isn't an option for you (even if you had a job offer in Canada).

I can't remember which country you're from. Some countries qualify for open work permits under the IEC / Working Holiday Visa program. So that could potentially be an option (again, depending on your country of origin). Another option (if you have the money) would be to continue your education in Canada as an international student. It's expensive (you'd need to show a bank balance of at least $25K just to qualify). However you would end up with an open work permit for a few years after you finish which could get you the work experience you need to qualify to immigrate.

Anyways, why debate, I don't have one.

Two more queries.

1. I was reading about the caregiver program, something confuses me. It said, if you have 2 years Canadian work experience as a care-giver then you may be eligible. Now, again, how to solve this catch-22. They are specifically asking for care-giver experience inside Canada. How would I work as a care-giver if I am not Canadian, and why would a Canadian want to re-immigrate him/herself? o_O

2. What's eligibility criteria to immigrate as a sportsperson? Tennis player etc. Should the applicant be an active player with his/her original country or should be just registered as a reserve player or what?

I just know they made the caregiver stream tougher because people did abuse that stream even if they didn't have qualifications, or if they just worked with family members.

Sports people fall under the self-employed stream:

Well, that strategy wouldn't work if only because hotel waiter does not fall under NOC 0, A, B that are requirements of the Express Entry programs.

If you really want to migrate, I don't know, but you can try to get a job in your country (or any other country where you can find work) that corresponds to NOC 0,A,B for a year. It doesn't even have to be in the robotics field, as long as it's NOC 0, A, B. Since you have a graduate degree, you might be able to get enough points for an ITA.

Even in your country?
There isn't a really a list. It's just highly skilled jobs that require a high school or a 2-year diploma, like a secretary or even a customer support agent. And why hotel waiter wouldn't count there.

1. It's very straight-forward. You would have to first come to work as a caregiver in Canada on a two year work permit - then you would qualify to apply for PR once you have completed two years of full time work in Canada.. However before you can be approved for even the work permit - you need at least one year of full time paid work experience in that area or at least six months of full time studies in that area.

2. You need to be internationally recognized / be competing at an international level. The phrase CIC uses is "world class".

No, it is paper based and not related to EE.

However, did you read the requirements? This stream is for unskilled workers plus you must have at least 2 years of work experience/education in those NOC's

Yeah, I read that. I assumed since I am overqualified in terms of education so it might work. They need generally educated people for CSR, for instance.
It also needs 6 months experience with the same employer.

I am judging that may be they have an abundance of these sort of jobs in PEI and the employers may be willing to hire on a temporary employer-specific work visa.

It's still just a day dream, until I actually get an offer. But I figured I am better off working as a laborer for 3 or 3.5 years if it eventually gets me citizenship and pays of course, compared to either sitting idle here or making my parents pay for the hefty international tuition fee.

Anyways, can you confirm if paper-based needs to be done from within Canada?

By paper based I mean it has no connection to EE, you apply directly to the province.

I truly don't know how you're planning on getting a job offer without any work experience in those fields in the first place though.
