Should I resend entire application package?

Look for advice here. I'm a November 2020 Outland sponsor and I sent our application from SE Asia to Sydney. Sadly we used DHL and they provided excellent tracking until the application got to Canada (Ontario). At that point DHL indicates they handed off to an internal courier and no additional tracking information will be available. So I don't know is the application even arrived and find it strange that a major carrier like DHL cannot track a package to Sydney. DHL tells me to call the recipient to see if it arrived.

I've tried to contact IRCC to see if they received and have a temporary file number for me. As most of you will know, you can't dial the 888 number from outside Canada. I used the suggested direct number of 613-944-4000 option 1 (English) option 2 (sponsorship) and received a recorded message that I cannot call them and need to send a webform instead. Used the webform but the response is that they will not reply if inside normal intervals (one year).

So, if you were me would you submit an entire duplicate package (with the same official receipt of payment) and use FedEx or UPS instead? The concern is I will wait another 3 months or so when the first AOR1 is expected only to find out there is no application and I'll have wasted six months.

FYI, some November 2020 applicants have received AOR1 for reasons I cannot understand. I'm certainly not one of them and, in fact, someone marked my file as returned in the tracking spreadsheet. I assume this was someone editing the wrong entry vs. clairvoyance.

You have to ways to contact them:

1- Try your tracking number with Canada post: https://www.canadapost.ca/track-reperage/en#/home

2- Via Webform https://secure.cic.gc.ca/enquiries-renseignements/canada-case-cas-eng.aspx

3- Via client service: + 1 888-242-2100. You have to download a call app and pick a canadian number starting by 1.

NB: Sometimes, the tracking number can be used in Canada when the parckage cross the canadian border. I sent a parckage from France and I could track it within France, and used the same tracking number with Canada post when Canada post received it. Check the time difference between Asia and America. Then call early in the morning since they start at 8:00 AM.

We had the same issue with DHL. After badgering the local DHL office in the Philippines, where we were located, they provided us with the waybill number that the local courier had issued and a delivery confirmation from the local courier, (date and time). But we had to bug them a lot before they decided to look into it. They never did give us the name of the local courier or we would have called them ourselves. I suggest you try the same through your countries local office.

As for contacting IRCC we never had any luck from overseas, a couple of people I have seen on here used a company that will give you a canadian phone number and thru their service were able to call IRCC on the 888 number but I don't remember the company they used. Try to find one of those or you can try to do a 3 way call if you have somebody in Canada that you can do that with.

It's not as easy as just submitting a new app because you can't have 2 apps in the system for the same visa at the same time. So if you want to resubmit you will have to do it by formally withdrawing using web forms to communicate, they will send you a form to fill out, then wait 6-8 weeks or longer with Covid for it to be processed before resubmitting.

I suggest you pursue DHL, they can get the info if you find a cooperative agent or get the countries big boss involved as we did, don't take no for an answer, tell them it's not acceptable for them not to be able to provide proof of delivery. Also check into the ways to call Sydney as I mentioned.

I understand your concern and frustration regarding the matter since we went through it too. IMO they probably delivered the app but me saying that doesn't mean much or make it so. Before doing the withdrawl and resubmission I suggest giving it a couple of months. The way AOR's are being given are all over the place right now, some going back to the spring still don't have theirs. But it's your call. Good luck.

Thanks for the suggestion. I did contact DHL here locally and they agreed to contact DHL in Canada. Found out something very interesting. The DHL shipments from abroad arrive at the DHL gateway in Hamilton for processing. Packages destined for IRCC in Sydney are consolidated into a singe, separate waybill. This is the reason that everything appears to terminate upon entering Canada. In my case, DHL did provide the consolidated waybill number and the tracking info that shows receipt in Sydney. So I'm good! Thanks to all for your help.
