No - you don't have to reapply. But you do have to notify CIC that you are changing schools and programs.
 
Cic says that you don't need to notify about changing your program... Although this might be a problem since I understand that the UG program will take longer you study permit might not be valid through the whole duration of it and might need to apply for an extension..
 
You are good to go . Just inform CiC for changing your institution ( college to uni ) and course .

Generally its expected completion date + 90 days.

I am not saying the expiry date if I do not come to Canada after getting my study permit,I mean if I apply study permit using my offer of 2 years diploma from college,Does study permit indicate the the exact date or month that I have to leave Canada?
