Should I mention my returned Skilled worker application in past refusals?

Hello guys,
My name is Ali. I need your advise. Can you please clarify this point.

In December 2014 I submitted a skilled worker application from Pakistan which was returned unprocessed in March 2015 as the CAP was reached.

In MAY 2015 I applied for a study permit in which I mentioned about my past 8 US visa refusals as well as about my recent skilled worker application which was returned as the cap was reached in the form 5257E in any past refusals section. Well my study permit was refused due to two reasons:
1: I will not leave Canada.
2: Insufficient funds.

Now I am in Dubai on a Student visa, I am applying for a visit visa to visit my sister in Toronto in December for 10 days. Now in the form 5257E I will mention about my past USA and last Canada refusal but Do I need to mention about my previous skilled worker application for now as well as I have mentioned it before when I applied for the study permit because It was not refused just returned unprocessed. The form is only asking to write any past visa refusals. I am really confused and double minded.
