Should I give a letter of invitation to my relative?

As a relative of a refugee there will already be more scrutiny when it comes to his application. It doesn’t matter whether you write a letter of invitation. If this relative went to Belarus recently from the ME and returned home and now is applying for a TRV there will be concern that he/she is trying to apply for asylum. It will be pretty clear that this was the goal of the trip to Belarus.
Yeah they really is a visitor. They are not coming to claim refugee or anything. They just want to see the city, they are in their 20s.
They never left their country and don't have any problem to claim refugee in here. They just want to visit here for touristic reasons.
they are at their prime age, no travel history plus with your immigration historia it may sound as a red flag. But that doesnt stop you to invite and them applying for RTD
Given the economic crisis in Lebanon, anyone applying for visitor visa has a high chance of wanting to remain in Canada. Whether they apply for asylum or try to get a WP or SP many young people in Lebanon are looking for options to relocate. It is a fairly unusual time to want to leave your country for the first time for only tourism purposes.
If they’ve never left their country ,no travel history , then it’s extremely unusual they’d pick Canada , to visit as a tourist , when that first trip will cost them thousands of dollars . I’m not a VO, but that doesn’t make any sense at all .
