Now there's an advantage to evaluating all, like you've mentioned. But it's not a requirement.The advantage is you will get all degress evaluated by paying once. If later you want to evaluate any other degree you will have to pay extra.

nope. And if you're pressed for time evaluating just one degree (your highest degree) will help you save time. WES isn't known to be very fast with their process.
