Should I count on student to PR route when just starting uni now?

Hi, I plan to start Uni. in September in Canada, I applied for a student visa both to Canada and Australia, just in case (Been accepted to one uni. in both).
But I'm leaning towards Canada, I love both countries and been to them and this is a very hard decision for me, because wherever I go I'll probably and up staying if possible. but I want to increase my chances as much as possible.

The Canada experience class seems to be the right visa for me after I finish Uni.
But how volatile are the Canada visa rules?
Is it probable that this visa route will be closed by the time I finish Uni which will be in four years?

In Australia they seem to be very volatile with their immigration rules and keep changing them and their skilled occupation list which is a big reason I prefer Canada.

Thank you for any advice on this

there are no guarantees, programs are revised in Canada, occupation lists get updated in Canada too. The systems aren't that different.

yes, I wondered if this is common as in Canada.
Are there known cases of people going to study and being let down by a visa change?

FSWP has changed several times within the past 5 years. There have been in total eight ministerial instructions since then (which have progressively made the stream faster, but more and more restrictive, see http://www.cic.gc.ca/english/department/mi/ ).

My plan for PR was initially to apply under the third stream of FSWP, since the first set of ministerial instructions enabled foreign workers and students to apply for PR after one year of lawful residence. With the introduction of the second ministerial instructions, they removed this stream, thus, rendering me ineligible to apply. I remember being so disappointed at the time :( Luckily, the fourth ministerial instructions introduced the PhD stream, for which I was qualified to apply and I am now a PR :)

If you're thinking of studying in Canada, and immigration is your eventual goal, your best bet is probably CEC. Keep an eye on this class since it is the best stream out there for economic migration (much faster than other economic streams).

If you have Canadian work experience, CEC is the easiest to qualify for (not having to worry about 67 points or having 800,000 bucks lying around doing nothing). And while there is no guarantee that it will stay by the time you would have qualified, I don't think it will go away anytime soon (especially since the focus of immigration these days is people who can easily integrate to Canada and won't be a drain on society).

The stream (CEC) has pretty much been constant since it was introduced back in 08, and the only change they have made to it so far in fact has made it much easier for people to qualify :)
