Should I book my English test now?

I came to Canada in 2010 and got my PR status on March 13, 2014. Lets say the gov. passes the Bill on July 1. Will I become eligible to become a Canadian citizen on that day. I based my calculation on the following:

1. Applicants must be permanent residents of and physically reside in Canada for at least 1,095 days (three years)
- I have been in Canada as a permanent resident since March 13, 2014 so its 2 years [checked}

2. Restores consideration of time spent in Canada as a non-permanent resident (non-PR) for most applicants to a maximum of one year of credited time.
- I am not 100% sure here but I can pretty much add one more year to my 2 years being a PR so its 2 years + 1 = 3 years.

Can you please confirm if my "math" is correct.

The English test doesn't "expire" or at least it didn't use to expire under the old rules.

That said you need to take into account any time you spent out of the country (travelling?). Also, there is no guarantee that the 3/5 will get implemented immediately. It might a year in the future. Nobody knows.

There is also no guarantee how retroactive the "counting time before PR" will be.
