I want to apply PR for my parents in 2017 but I am $1700 short from my 2013 Income. One of my friend(worked at Imm lawyer office) was suggesting that its a short amount and If my lawyer or myself explain it nicely the application can be considered as I work with University and have stable and comparatively more income in 2014,15,16.
Is it worth trying? If the application comes back it will be loss of maximum $1500 but it goes through, it will save me lot of time.
Please give your advice.

Don't waste your time.. You will not meet the MINIMUM necessary income.
 
No your friend is wrong, you will be refused if you continue with the application. Youll just have to wait until next year

You would probably be rejected even if you were $1 short. You either meet LICO or you don't. There is no ability for the visa officers to put their personal opinion on if you deserve to qualify.
