I got a PRTD (R1) and entered Canada on H&C grounds. The immigration officer said they would send a new one but there is no application in process. Should I apply for new PR card or wait until I fulfilled 730 days?

Did you get PRTD from your home country or did you cross via the US border?

If you received a PRTD with code R-1, that is NOT an H&C code. The code for an H&C determination is RC-1.

Therefore, you probably need to be in compliance with the Residency Obligation requirements before applying for a new PR card.

Oh, so if I have r-1 travel document, I do not apply for a new PR card? The immigration officer said I would receive new cards but there is no application in process. Could you refer to me an exact source where it’s written I don’t apply?

I'm not say that you don't apply. What I'm saying is that because your PRTD appears to be coded as a non-H&C determination, it's probable that WHEN you apply for your replacement PR card a fresh residency obligation determination will be made. You may not get a "free pass" based on a previous H&C decision. That is all.

You should obtain your GCMS notes to find out exactly what has happened to your case.

Thank you so much for the information. What I GCMS?

They are the notes from the Global Case Management System. There are literally hundreds of posts on the forum about them, and how to apply for and interpret them.

Hi, I have another question. The PR renewal application says I need a photocopy of my current PR card, which they kept, so (after 730 days are completed) how do I proceed with my application? I have the UCI number and a photo of my card though, however if they ask me to come pick up the card from the IRCC office I would be in a fix, since I would need the card right? It says right here:
If you are applying to renew your present card, you should keep it until you get your new card and include a photocopy of it with your application.
If we ask you to come to a local IRCC office, you must bring your old card and the original documents of the copies you had included with your application. We will ask you to destroy your old card after you get the new one.
However, if I apply for a "lost", "stolen", etc application they would ask what I did to try to retrieve it, so I'm very unsure about this procedure.
Thanks in advance.

You will need to supply a letter of explanation with the application. Don't do the lost or stolen application, as a) it's not correct and b) you won't achieve anything.

Thank you so much for the information zardoz, you've been a real big help! So is it okay if I send a printout of the photo of my PR card, mention its Client ID/UCI no in the forms and write a letter explaining why I don't have it? In that case, according to the same link:
In exceptional cases, if it is impossible for you to obtain any of the above, you must provide a:
  • photocopy of any identity document issued outside Canada before you came to Canada
    or
  • statutory declaration signed by you attesting to your identity and a statutory declaration also attesting to your identity signed by:
    1. a person who knew you before you came to Canada (such as a family member) or
    2. an official of an organization representing people from your country of nationality or past residence.
Would I have to also send either of these, or would that do as well? Sorry for bothering you, I'm a bit paranoid about this situation. The CBSA officer kept the PR cards on re-entry, so I've been worried constantly about what I should do. :(

Would your passport meet with the required information for 1)? Or a previous passport?
Maybe call the IRCC’s Call Centre and ask them?

I have other documents as well, so that isn't a problem. Thanks for the advice, does the Call centre have any authority over pr status as I've obviously in breach of my RO

None at all.
