Should I also provide PCC for short trips within the same country that I used to have lived in for over 6 months?

Good afternoon. I am applying for PR sponsored by my wife. I am neither a citizen nor a permanent resident of China. I lived and worked in Chongqing, China from 2011 to 2014 and regularly registered my temporary residence at the local police station every six months. For this period, I obtained a PCC in Feb 2023, I made short visits to China in 2015 (Xiamen, 2 days), 2016 (Chongqing, 18 days), 2018 (Guangxi, 28 days), 2019 (Guangxi, 9 days), and 2023 (Yunnan, 28 days, and Chongqing, 9 days). During my visit in 2023, I intended to obtain the PCCs for these short trips. However, the police station refused to issue them, citing the lack of accommodation registration records (as I stayed with relatives and not in hotels).

Do I need to provide PCC for these trips as well? Should I upload a letter to explain why I can't obtain PCC for these short trips along with my application? I have this concern because according to IRCC, I am required to provide a PCC for my time in China since I resided in Chongqing for more than six months from 2011-2014. However, the short trips were also within the same country (but most of them were in different cities) but for less than six months each. From 2015 - 2023 I was going to school and working in USA and Canada.

First my reading is that you do not / should not need to provide an additional PCC for these separate periods - you weren't there long enough.

One reason I think you're not getting much of a response is that in most cases, getting a PCC in most jursdictions would involve record check of all potential records (criminal that is) up to the date of issue - NOT restricted just to some arbitrary period in the past. Seems China does things a bit differently.

But at any rate: suggest applying with the PCC you have and see if IRCC wants you to acquire an additional one. I doubt they will. And I strongly doubt they would send the app back as incomplete with this set of facts.
