Short landing and returning prior to receiving PR cards

Hi all,

My wife and I plan to do a short landing for a week in Toronto, we will be listing our friend's address for the PR cards as we have not yet established a permanent residency in Canada.

We plan to return to Canada in a month's time, I assume that the cards will not yet arrive (heard it takes ~2-4months).

Is there a way we can return to Canada while our PR cards are still in progress? What steps do we need to take? I would appreciate some clarity on this.

You can land in the States and cross the border on a private vehicle - you can then show your COPR to enter Canada.

You can also apply for a PRTD (permanent resident travel document) so you can arrive by plane but there is no guarantee you'll get it in a month's time.

Can I apply for a PRTD at a Canadian Embassy overseas (like my home country)? Is that possible?

@DelPiero07 I called the VAC center in Dubai (where I will be for a short while), they mentioned that it takes 60 days to process the travel document.

I am not sure of what to do next... do you know of any VAC centers that process it quicker? what options do I have?

Either land in the US and drive to Canada or do not do the soft-landing unless necessary.

I did not want to open a new topic as this is a follow up question.

I reside in the USA and was thinking of applying for a PRTD in Los Angeles VAC prior to visiting Canada (as I'd like to go back home first, spend some time with family, and then return to Canada for a short landing then I have some travels that I need to make).

Am I allowed to submit a PRTD application prior to 'activating' my PR visa (prior to short landing)?
it looks like LA VAC takes 20 business days vs. the closest VAC to my country takes at least 60 days to process.

If the above cannot be done and I need to do short landing prior to submitting PRTD app, can I visit any country in the world (let's say I'm traveling to Europe for vacation and submit the PRTD from there)? Or do I have to be a resident of a specific country to use their VAC?

1 - No you cannot apply for a PRTD without being a PR.
2 - You don't have to be a resident of the country to apply to their VAC.
