A new ATIP reveals how automated triage works for sponsorship applications
How do people go about making these requests?
Is there some tutorial or a write-up on how to formulate them to get a useful response somewhere?
I've been trying to get some stats data from IRCC about processing times, but they refused to provide it

I am not sure it is worth trying to get it through ATIP?

Also, at this point I am very curious about who is responsible for the policy of pausing processing of the applications that didn't get processed in 12 months. Is there any way to find out? I think it is either government, or IRCC's upper management.

Getting information through the Access to Information Act can be a challenging process. First, you need to know exactly what information you're looking for to make a proper request (you can't ask questions). Additionally, even after receiving the requested information, it's likely that most pages will be redacted. In this case, you would need to appeal to the Office of the Information Commissioner of Canada to obtain the full information. Here are some useful resources that explain how the process works:
