She has a medical degree, but works as elementary school teacher

My Wife, who is an Indian Citizen, completed her Graduation in Medicine (M.B.B.Ch) from UAE in 2017. After which, she came back to India.

While she was preparing for the medical licence exam in India, she started working, full time, as an elementary school teacher. She's been working the same job ever since.

Both of us have successfully completed IELTS. Both our degrees have been source verified.

If I were to apply as the primary applicant, the maximum score I can attain is 441. If my wife stands at the primary applicant, she gets 454, because she hold a professional degree.

Will my wife's work experience be considered valid? Or should I Apply as the primary applicant?

NOTE: (I Will be completing my PG Diploma in August, which will push my score to 471)

As long as you choose the correct NOC, you should be okay. CIC does not mandate the degree to be in the same field as your NOC.

If her education has been evaluated to be equivalent to a Canadian professional degree, then you may qualify for additional points. But even with 454 you don't stand any chance of getting ITA. You can create two separate profiles, with each one of you being primary. Don't submit two PR applications if both of you get ITA's though.
