I think they are giving ECOPR's in December to people who had their portal 2 in October..so people who got portal 2 in November will get in January!
(That's what I realized after reading threads)

I've seen people getting their P2s in December receiving their eCoPRs. It's very random at this point as IRCC tends to work mysteriously!

Well IRCC has been known to be very notorious for these delays. However, they do surprise few applicants whereas, others like us get the short end of the stick!

By new rules, do you mean the points for LMIA? If so, that is just talks for now and a formal announcement has yet to be made by IRCC. Once announced, it'll certainly affect those who didn't submit their application at the time. I don't think whoever is waiting for P2 and eCoPR will get affected because they are already been processed before all those new rules were implemented.
