But they posted it on November 2 so no one knows from which month they are going to return applications ...they said they will no longer accept applications but it’s not clear which date they reached cap ..they are not going to return all 2020 applications for sure

I think as IRCC released that statement on 2 Nov, so they may reached cap in late Oct.I think application after 2 Nov Will nt be processed.
Anyone who agree with my view or hv diff view.
