I have been waiting for the past ten months, with my PR submission date on February 4, 2024. I received the pre-arrival letter on April 26, 2024. I called the IRCC 4 month ago and last week and their answer was same that background check is in processing.
When in May you submit your application? Is there any delay submitting additional document (ADR) that they ask before? Probably that's the cause of delay but soon you will have it don't worry.
Is anyone here waiting for march application, I applied on march 30th, everything is done. Even called IRCC, they said background check, eligibility everything is done. Waiting for final decision. Not sure how long its gonna take!!!

Background check is going on.
However, the pre arrival was received on 10th July, haven’t heard anything since.
