In Ontario we can apply for medical insurance from the first day after the lading even if we don't have the PR card in our hands.
Quebec like Ontario has a 3 month waiting period for health care so it really doesn't matter if you register as soon as you arrive or 3 months later as long as you can prove when you came. They will ask for proof of residing in the province such as a utility bill with your name and a Quebec address. OHIP would ask you to prove that you live in the province too if you were to apply there.
You don't really have to register for much else. You have to get yourself a Quebec drivers license if you plan to drive. You need a SIN. That's pretty much it.
You ask about registering your address in Quebec. There is no central registry in Canada you have to register at but if you are thinking of informing immigration about your new address, I would suggest that you try to avoid that as it may raise the issue that you applied under FSW and should not actually be living in Quebec. If they wanted to get picky, they could say that you misrepresented yourself when you applied and later landed as an FSW while fully knowing that you were intending to go to Quebec. I usually advise people to not move until after a few months but many people have done it and haven't had a problem.
I would also suggest that you get travel insurance to cover your and your family's potential emergencies during the time you wait for health care coverage. You never know what might happen and it could set you back $$$ if you don't have insurance.
