Dear Sir,

I am writing this to enquire about the settlement funds to carry at the time of landing as an immigrant.

I am a Pakistani citizen and will be moving to Canada soon as an immigrant. As per rules I have to bring CAD 13500 as settlement funds at the time of landing with me but as per the rules of Government of Pakistan I am legally allowed to take maximum CAD 12000 along with me which makes me short of CAD 1500. I have contacted banks to make a bank draft for me for the remaining amount but Pakistani banks are not offering this service. Similarly, I also tried to open international account with Scotia Bank Canada but it cancelled my application at step 3.

Now I am very confused about the situation and wants to know what other options are available to me in order to show my settlement funds.

My Pakistani bank account statement has almost CAD 40k in it and I have a master debit card for it which allows me to with draw that amount internationally including Canada through ATM machines. Is it possible for me if I bring CAD 12,000 with me in cash and latest Pakistani bank account statement with debit card?

A quick response in this regard will be highly appreciated.

Yes, that should be fine. They mainly want to see (if they ask at all at airport) that you have 'ready funds.' They'll generally accept that money in a foreign bank can be transferred.
