Settlement funds-applying from within Canada?

Hi I am working in Canada for two years (harvesting labour).If I would apply for this new program job offer in demand in Ontario.Would I need to have 12000$ on my bank accounts to be eligible or I need to have continuous income and my pay stubs would be sufficient?On my savings is around 4000$ .And I have two underaged childern in my country (Ukraine)

Just looking into it briefly the application fee is $1500 If not in the GTA and $2000 in the GTA so that would eat up a large portion of your savings.
