Email I sent to each candidate in my riding for federal election (note: I sent this prior to seeing our file move to Decision Made):

As a candidate in my riding, I have a question that will assist me in making my voting choice. This same question is being sent to each of the candidates.

I am a Canadian citizen and married someone from outside Canada. We have gone through the permanent resident process, and completed their required residence. In September 2020, we filed for their citizenship; in fact, the application was marked as delivered September 14, 2020. We have been married nearly 18 years, have lived in multiple countries together, reside at the same residence, and have a child together; this should be as easy an application to process as could possibly exist.

In a citizenship application, there are several key stages:

1) Deliver application
2) File begins processing
3) Citizenship test
4) Final decision made
5) Oath

Nearly a year after the delivery of our application, we are still only on step 3. Our case is far from unusual, as you can see from this spreadsheet maintained by a popular citizenship forum:

Hello, thank you for your question, and it is a good question. I have also married someone from another country and have gone through the permanent residence process and I must say it sucks. The PPC believes the government should reduce in size enabling the private sector to pick up work loads to provide more faster and efficient processing times and costs. It should not take nearly two years to complete a citizenship application, 6 - 12 months would be reasonable and acceptable to complete.

I hope all is well. Thank you for reaching out. The Liberal government has worked hard since 2015 to reverse damaging Conservative policies that led to delays and deep cuts to immigration levels. We know immigration is important for economic growth and have worked to increase immigration levels, reduce wait times, and build a fairer system. Many people leave their families behind to build a better future in Canada, in hopes that they can be re-united in Canada. But the wait is difficult and COVID-19 has caused further delays.

A re-elected Liberal government will:

  • Reduce processing times that have been impacted by COVID-19 to under 12 months.
  • Introduce electronic applications for family reunification.
  • Implement a program to issue visas to spouses and children abroad while they wait for the processing of their permanent residency application, so that families can be together sooner.
I recognize the strain that the process can put on families, which is why if I am elected I am committed to advocating for more resources or structural changes that would allow IRCC to clear the backlog caused by COVID-19 as quickly as possible.

Could someone please help me understand why in the world would your citizenship test be re-scheduled when you've already passed it? I wrote to the processing center with the confirmation letter attached, but I know I won't receive a reply from them because they never do answer.

Edit: To be clear, I passed it on July 23rd, never got any confirmation that the test has been completed on the status tracker, except yesterday where I got a re-schedule notification with no further instructions. It is planned for Sept. 16

It could have been re-scheduled because either the photo of the ID or your photo might have been unclear and they weren't able to verify your identity. It could also happen if you were in a different window/tab for a long time during the test.

OR this could be a mistake. You'll have to await further instructions via email. If you need to do a re-test, it'll be an oral test over MS teams . The officer will show you a powerpoint slide with the questions and you would have to answer them orally.

Thank you, would you know how it's possible to reach out to them? Apparently mine is the MTL processing center.

Sometimes I feel it's easier to contact the Mafia's customer service than IRCC...

I guess you can raise a webform or send an email to the same email ID you received the test invite from.

You don't have to contact them necessarily, you'll receive an email about a week before the test date. You should be able to find all instructions in that email.

Cancelling application and submitting a new just for address change is simply beyond ridiculous. I wouldn't recommend doing that.

Instead, you can update the mailing address to your friend's address. This might or might no trigger a file transfer (I saw a couple of applicants reporting that they moved provinces but the test invites were sent from the previous office so that could happen in your case without any additional delay to your application).

80 months is a bad estimate IMO. It shouldn't take that long. What is the status of your BG checks? Have you ordered GCMS notes?

Once your BG checks pass, you should receive your test invite relatively quickly. Take the test ASAP (preferably on the first day of the test window, start preparing from now). After that, you might receive a PP pages request and/or interview. Then DM, then oath. You should take oath sometime in mid-late 2022 and hopefully doesn't go beyond that.

Well, according to the website, it shows a progress of about 2 weeks in almost 4 months. That is how I got the 80 months. And, almost all of my friends who applied late 2019 and early 2020 still not written the test yet.

Right now, Background verification is showing completed (since the new tracker system), language skills, prohibitions and physical presence all showing in progress since 24 April.

These checks will remain in progress till a final decision is made about your application.
Hopefully soon, you'll hear back some good news from IRCC!
