  • If the original document is in a different language, include:
    • a letter from the school showing that the language of instruction was in English or French along with (including an official translation of the original document, if needed)
    • the address and contact information (phone number) of the education institution


If your degree is already in English or French, this already shows that you studied in English or french. You cannot study in Russian and have your degree in English or French. If your degree is not in English or French then you need a letter showing that the language of instruction was in English or French ( see above).
One of my friend application returned he did master from pakistan for this reason not language proof.his degree was also in enlish.
Your point is also valid but may be our countries official language is not English thats why thay required that certificate and for safe side i will personally recommend to get certificate.
 
Not necessarily know a lot of people applied and are citizens now, they all used their degrees from their countries in french nothing else. You do not need any letter from your university. Show me the source of this info.
May be there country official language was english or French.

If your transcripts/degree from a university in Pakistan state that the language of instruction was English. it is acceptable. You can also get a letter from the university registrar's office stating the same and its acceptable.

Does it take 6 days to get it delivered .

That's what I too got it when I track online, but got delivered 2 days in advance. I asked for signature but they delivered without signature :(

It makes things easy if you register.. so that you can save and reuse when you need to do an edit.

I sent by FedEx, with signature requested, but it got delivered without signature.
