As per IRCC:


Acknowledgement of receipt (R10 passed) letter
An acknowledgement of receipt (R10 passed) letter is issued to an applicant (or their representative, if applicable) once their application for permanent residence has passed the R10 completeness check. The letter is issued by the Centralized Intake Office. If the application was submitted electronically, this letter is sent to the applicant (or their representative, if applicable) via their MyCIC account; otherwise, the letter is sent by mail. This letter should not be confused with the electronic receipt of the application for permanent residence letter. This is the official acknowledgement of receipt letter and it may be used to support a bridging open work permit if all other requirements are met.

Recommendation Pass: means that all your documents are on file and based on this the completeness check is passed. If you had any stat questions, issues with age, missing documents etc, then it would have been Review required.


CEC - Canadian Experience Class
TFW - Temporary Foreign Worker, if you are in land on a WP

RC - Reporting centre, i.e. the office to where your application has been assigned and LC is the officer number who assigned your application.

The next step would be eligibility, where your notes will have calculation on your CRS and MEC.

Only one/some GCMS providers are facing the chronic 90 day delay, not everyone is facing this situation.

Well you re lucky. I ordered gcms on Dec 12 or 13 and received them January 23rd. So it is at least 30 days.... So next time I will try with csba.

When you request GCMS notes, either yourself, or though someone else, they have to be released within 30 days. However, in some cases IRCC can seek extensions, which is done on a case by case basis. IRCC had processing delays for requests filed between October - December, but not they seem to be back on their regular release schedule of releasing GCMS notes within 30 days.

There are people who have been claiming that if you request from them then you won't get an extensions or if you get one, it will be less than what you get when requesting from other websites, which is a misleading statement as all requests have be treated the same no matter who files them. This is clearly listed in the ATIP manual. seehttps://www.canada.ca/en/treasury-board-secretariat/services/access-information-privacy/access-information/access-information-manual.html

Also, claiming that oneself as an official source to obtain information from Canada is also misleading an a punishable crime under s.380(1) of the Canadian Criminal Code.

The extensions are taken on a case by case basis, and there is a protocol which has to be followed when such extensions are sought. The Federal Court of Appeal in its decision in Canada (Office of the Information Commissioner) v. Canada (National Defence), clarified that section 9 extensions can be “avail[d] [….] subject to certain conditions. One such condition is that the period taken be reasonable when regard is had to the circumstances set out in paragraphs 9(1)(a) and/or 9(1)(b). If this condition is not satisfied, the time is not validly extended with the result that the 30-day time limit imposed by operation of section 7 remains the applicable limit.”

Any extension sought beyond 60 days has to be informed to the Office of the Information Commissioner as per law.

When you apply for your own records, under the Privacy Act, i.e. if you are physically in Canada, then maximum extension IRCC can take it 30 days.
