Most importantly, it's only the Right of Citizenship fee that would be refunded, should there be delay after DM (It's the Right of Citizenship service, which would be after the tests). So it would be 25$ for ~4 months and 50$ for 4+ months.

I'm similar based on Test invite - also March 24, 2021. Test done on March 28, 2021 and silence...

I think it takes 2 weeks for the fingerprints to reach them, and there's usually a 2-4 week wait between the test and the interview. So I'm hoping to be invited for the interview sometime next week or the week after

Is there any update in your ECAS? You should be due something soon, if not already.
 
My wife and I finished our exams in December 2020 (end) . In January, they sent an email asking for my wife’s id that was missed during test. No updates after.
Any body from Ottawa that are still waiting after finishing exam? This is frustrating

What is your test Window?
Start Date/End Date.

After the end date, wait for 7 days and call and hopefully you will hear Congratulations.

Are you in Toronto as well? I think my case is in the Scarborough office.
Doesn't interview only happen for some people? I thought most people go straight to decision made and oath.

Only extremely limited number of people would get DM without interviews in Scarborough. And based on my observations other offices have started interviews as well (Vancouver, Calgary, Mississauga, Montreal, Moncton). But there are still a number of people from these offices got DM straight after their tests.

Shouldn't we all have been covered by this, as far as i know mostly 2019 applicants were all delayed the right of citizenship and i see it's almost 1.5 to 2 yrs for a person to become citizens

No, it will only apply to the applicants who will submit application after April 1,2021. Secondly, after reading everything it can be said that it will be applied to very few applicants but this looks like more of a paper-work kind of stuff and nothing more than that.

I think here you're thinking from an applicant's perspective but just try to think from IRCC's perspective as well. Just assume that if due to this delay in test/oath/whatever (at the minimum) 40,000 applicants renew their PR cards then how much will IRCC make ? PR card renewal fee is 50 CAD so (50 x 40,000 = 2,000,000) and I think affected applicants are way more than 40k.
