Or fill it at the same time when i sign it in front of the official? Anyone who did the online Oath before could please advise me on this. Thank you so much in advance!

Yes blank and print it. Don’t fill ...keep it blank for ceremony ...the officer will guide you on filling it after your oath ceremony
