Its not solely random, those who have already provided their FP, in their Temporary status or PR file, CIC wont ask them, otherwise cic will ask for FP..

Someone just mentioned sometime back that they did provide during their PR app but again was asked to provide during citizenship app.

No this is not true I gave my fp for my PR application in 2016 and now they asked me again same thing with my couple friends
 
They charged me 25 bucks and they told me You have to pick up result And send to ircc by my self
So you picked FP on the same day from RCMP ?

How much they charged? Will they direct send to ircc ? What documents you kept with u to show them for fp? What is the procedure ? And what is important for me to avoid any mistake ?
They charged $ 53 + tax and they send FP to RCMP. In turn RCMP send them to IRCC. They only asked me 2 ID's with photo(i showed them Driving license and PR card) though i took everything with me(COPR, health card). They take your finger prints and photo. You have to sign one form and so that they can send FP on your behalf to RCMP. I was given same form as acknowledgement. They told me to call RCMP after 8-10 business days to make sure Finger prints have been successfully sent to IRCC.

That's correct. No email for "In Process" status.
