Not every applicant is asked for fingerprints. It's still on a case by case basis.

Why is it on case to case basis? What makes some people give finger prints and some not

They always make a name check for security clearance. When your name matches with another one in their database. Then they request fingerprints just to compare them and avoid mistakes

It depends on which country you are from, too.

Update :- My application came back yesterday for being incomplete. It was missing my SIN number. Anyways fixed it and sent another application. So I guess I am a Nov applicant now. Good luck guys in your application process.
