Sometimes they are the same date. There is another link within that website that also gives additional dates in other locations.

No, the test dates are separate from the ceremony dates. There's still items to be processed after the tests.

I don't know how CIC process applications once delivered. Because there are applications pending for AOR, delivered before September 10th and then there are applications sent after September 20th and they are in Process.
Any Idea?

There could be delays when people updates the spreadsheet, however it depends on each local office to start processing the cases passed by Sydney NS.
