I have just received the notes today. I actually sent them an email on April 15, asking for status of the request. Yesterday, they replied acknowledging that the request was over due and put me on priority list.
I would like to share the content of our notes to everyone. The notes was pulled from the system on March 15, 2016 (one day after I sent ATIP request).

It seems the first officer in Singapore VO has reviewed our file and satisfied with our relationship. He recommended passed on 2016/01/05 (a month after we received our AOR2). Now it has been assigned to another (senior?) officer in Mississauga office for final review.

- Status Updated Date: 2015/11/08
Criminality:
- Status: Not Started
- Status Updated Date: 2015/11/08
Medical:
- Status: Passed
Notes for Summary of Development & Length of the Relationship:
- Marriage Certificate: registered [date of our Marriage Cert], [city].
- They knew each other since High School, [year of our high school's first year].

Judging from this note, even though educational level, employment status and month salary are not mandatory, they seem to be plus points to the officers. Recommend WAV (not mp3 or m4a ) is a really good sign for us here.
By the way, I do not understand what b.f. is. Does anyone have any idea?

I have noticed that your Eligibility started before your Criminality , My wife's Criminality started and Eligibility Not Started , I guess because she was here in Canada , but that makes no sense to me , don't they need to make sure eligibility is good before they go to the next steps ?

My wife's eligibiliy status changed from nothing to Not Started, by Mississauga officer on Nov 20 (even before I got my SA on Nov 23). According to Eagle333, the Mississauga officer does perform a quick look into PA's eligibiliy. If he/she does not find any reg flags, the application will then be transfer to VO for a thorough check. For our application, the VO completed the thorough check on Jan 5, satisfied with our relationship and updated the status to "Recommend Passed". The VO officer now assigned the case back to Mississauga to do the final check.
For my wife's security and criminality, their statuses changed from nothing to "Not Started" on Nov 08, even before they started checking her eligibility. And their statuses remain "Not Started" as of Mar 15, when our notes was pulled from the system.
With your case, Eligibility "Not Started" is actually, I think, a good start, since the first officer in Mississauga did not find any red flag during his/her quick look to the file. Let's order anothet notes and keep your fingers and toes crossed here ;D ;D

I ordered my 1st notes on Feb. 19 and received them after 31 days , and then I ordered them a 2nd time on April 4th , received them in 10 days . But no change whatsoever the exact same notes .
I think I need to give it some time before ordering a new ones .
