Apprently these things were already submitted to CIC with CEC application.
Therefore I think the way to apply with PNP is either got rejected from CEC, or withdraw from CEC. I ain't expert so if some SME could confirm/clarify my findings would be the most helpful.
Perhaps also consider to apply for an extension to the PNP nomination expiry, if such extension has any chance to be granted?
You can apply to as many programs as you want, but only once to each program at a time. For example you can apply to CEC, PNP, FSW and Family Class at the same time and withdraw the other applications when one of them is approved. The only bad thing is that you'll lose your money if the cheque has been cashed or the credit card charged.
