The applicants from within Canada are already integrated to the society...system...everything. Many of us are graduates of Canadian colleges and universities. Some bought cars and even condos...houses.
I agree that there are many good Candidates applying from outside of Canada. However, even if a candidate is an amazing engineer with 10 years of experience in say Turkey (no offense to anyone...just picked a first country on my mind), there is no guaranty that he/she will be able to easily integrate into Canadian society.
Where is a logic behind selecting those who might have never ever been to Canada over young professionals educated in Canada?
The only reason I can think of is to bring people to live to all these "not very popular" areas.. like Saskatoon and Manitoba.
I assume your friend's work permit will be expired in 2016 as he came to Canada in 2013. Do you mean CIC requires a new offer letter starting from 2016? or his current contract will be ended before 2016, but he has not found new employer? I & he came to Canada through LMO in 2013 & I applied under CEC (sep 2014) but he applied under express entry in the month of Feb 2015 & his process was very fast. Last week CIC took final decision & rejected his PR application since he was not having any offer letter beyond work permit date.
So CEC is good except time since it checks your experience during qualifying period not the future one.
Have patience & suggest you not to over look this forum sometimes it goes in negative way...

if you have job offer with LMIA then you can gain 600 points, most of the people who has 1 year of CEC experience facing LMIA problems. you employer need to show that you hired through LMIA process.chellesii76 said:Hello guys!
