Dear all - is there any way to obtain PCC from dubai without visiting dubai in person. Embassy is non responsive in this matter and i am not able to find any online channel. Help needed

I did receive my PCC from Dubai with ease. If you haven't done yet please follow the steps.

First Make fingerprinting at Forensic department of Police at your country of Residence, get it signed by them after that verify it from the Consular section of your Ministry of Foreign Affairs, and respected embassy in your country of residence like if you are in India make it from UAE embassy in Delhi and send it to your friend some one who is in Dubai, he will go to police station in Dubai and can get in a couple of weeks. If you can't do this simply go to the embassy of UAE where you are residing now and ask.
