Just Called CIO to know my application status..But no luck

Here is pretty much what happened in the conversation....

CIO guy: Do u have identity/UCI?
ME: No..Would u please provide me?

CIO guy: Give me ur first name, last name, and finally date of birth..
ME:....(provided the information)

The guy asked me to wait for a while because he needs to check.
After a minute he came back and replied...

CIO: When did u send the application?
ME: 4th Sep 2014.

CIO: We are currently not working with ur application..(u gotta be kidding me )
ME: What does it mean? I applied under 2171..which as per CIC website has already been capped..Can u tell me my application is in the cap?

CIO: No, It is just we have not yet started working with ur application...u might have to wait...
ME: Can u tell me whether my application has been returned??

CIO: I dont have that information..u have to wait...if we need any information we will contact with u...
ME: Thanks a lot....Appreciate your feedback.

Even i tried calling them now but the lady just asked tht whether i am calling from Canada or outside canada.. and she said to email only and not to call again..

wht options did u try while calling.. which dept u got connected too..

i called too was put on waiting for 15 min.
When finally got to speak. She said she cant provide info. We need to mail only nova.
Such a waste of time.

I called at 0016139444000..Actually u cant talk with them at first...I think I pressed 1(seemed relevant option for a FSW applicant) for 4/5 times in a row and then 3 and 1 again may be...so they make u wait for at least 15 min in total before somebody picking up the phone and talk...

The guy seemed gentle and did not rush...

U may try again..

Cap does not mean that they have issued visas to 1000 candidates.
There might be a chance that someone could not meet their criteria in background check or medical or any other issue, so they can keep your application on waiting list ....
