I got mail from CIC that my file is returned back because of capping reached.

NOC 2173, app date 4th sept is returned back on 17th Nov because capping reached.

Well, I´m not sure if you have any chance, because it´s already Cap. Anyway, you can wait and wish for it, but you should also be prepared for the express entry next year, so I would start to read about it and prepare everything for it. If you receive good news, awsome.. if you don´t, well.. you will be prepared for the express one next year. ;]
