NO EVIDENCE, here is just in my poor opinion, I'm afraid... but;

I've heard some rumors that each visa office has the limit of applications they can process in each year.
If those rumors are true, every visa offices maybe have reached their limit in the first half of each year, they must stop reviewing new files after that, and then we would feel the process became slow.
(However, as you know, our friends got 2nd AOR from New Delhi and Vienna on November and December. So I wouldn't like to believe those rumors.)

Many people including immigration lawyers and consultants had believed that new FSWP would start January 2013. Although CIC has stopped accepting previous "FSW1" category (= "In High Demand jobs"), many people probably have applied under current FSWP ahead of schedule, beyond visa office's capacity for applications.

Many people have probably chosen New Delhi office because we know that NDVO does processing very faster than other VO.
(4)
If New Delhi office stopped sending AOR in order to do processing much faster.
Btw, according to CIC website, NDVO's processing time is 13 months.
As I know from another thread, NDVO took 3-6 months to send MR to May 2012 applicants.
I wouldn't like to think that your process is slow.
