I didn't find the clear answer... but I suppose it depends.
- If you didn't order/get PCC yet and getting PCC is not so easy, sending your PCC without request is threatens to make your processing screwed... I think.
- If you can request PCC (your Police Certificatioin) twice or more, and you will get 2nd PCC easy and fast, sending your PCC with other documents probably makes your processing time faster.
- If you already ordered/got your PCC, I'd like to recommend you to send your PCC as soon as possible.

An applicant said that when she received an interview request, she ordered the CAIPS (kinda GCMS notes) in order to know the reason of the interview.
Because the CAPIS showed that the officer has some questions about her working experience, she sent some additional documents (that shows answers of the officer's questions) to Manila without a request. After that, her interview was waved.
Therefore, if you submit your PCC now, you maybe avoid a dead time.

2 PR holders whose VO was Manila said that they had sent their PCC with their applications, but Manila asked them to send PCC again.
One of them asked the police office when she received that order from Manila, the police officer informed her that the police office can issue the PCC only once and she have to submit "a letter from Manila which includes her name" to issue the 2nd PCC.
The letter didn't include her name, so she asked Manila. However, Manila didn't respond at that time. 3-4 month later, Manila ordered her to send PCC again. She made inquiry again and again... but no response. Finally, she found the letter format by her self, made a list as "a letter include her name" by herself, and then submit it with an original letter from Manila to the police office. She also need another 2 months for getting new PCC.
As I heard from some seniors, "Manila basically work faster as same as other visa office, but if the application has some gaps or unclear things, Manila's work is the worst. Also, they lost the application documents often."
Please note that the additional documents for ANY TYPE of application may be submitted by regular mail, courier, or drop-box, but due to the volume of correspondence received at the Manila office, Manila won't send an acknowledgement of receipt for documents and information received.
