Please guide me to decide on the time when should I apply. I am completing my 2 year on Nov 16, 2012. During those 2 years, I had my usual vacation and I took days unpaid vacation.

Am I still okay to apply last week of November or should I wait 1st week of December?

Please suggest!

Apply if you have paid 3900 hours of work and/or leave (paid) in last three years

You cannot make 3900 figure with unpaid leave/vacations
 
Do you know how they calculate this 3900 hours .. source ?? 3900 / 37.5 hours = 104 weeks which turns out o be 2 years.

How about if someone has done overtime during this 2 years and 3900 hours is accumulated in lesser no of weeks than 104 weeks?

Still has to be atleast 104 weeks.

You can gain your 3900hours in more than 104 weeks, you just can't gain it in less. also, the 2 years of work experiences must be gained within 3 years of applying
 
but the caveat here is that 3900 hrs should be in the past 3 years :)

Yes you can, if you have overtime. As per my understanding, as per guide 5609 and from the explanation by the CIC-detroit agent who visited our university last spring, 3900 means full time work for two years, i.e., an average of 37.5 hrs/week for 104 years (as per CIC one year equivalent to 52 weeks).

CIC guide line ( I have quoted below) have mentioned only the maximum time frame, 3 years, to gather this experience but not the minimum time frame. So theoretically, as per my understanding, you can accumulate this experience in 162.5 days (assuming you work for 24 hours per day) under NOC 0, A and B category(ies) skill and with salary 10.25 $/hour or more.

Experience requirements

Experience: Work experience as a Temporary Foreign Worker

You must have obtained the equivalent of 24 months of full-time or full-time equivalent (one week is 37.5 hours of work) Canadian skilled work experience at NOC Skill Type 0, or Skill Level A or B. This work experience must have been acquired in Canada (within 36 months preceding the date the application is made*).

You do not have to be employed at the time of the application.

Note: Any periods of self-employment or unauthorized work cannot be included when calculating the period of work experience. You must have temporary resident status during the period of work experience.

*The application is considered to have been made on the date a properly completed application package is received by the visa office.

So are you saying if he works 80hrs / week (80 x 49 = 3920hrs), and he can apply for CEC Temp. Foreign Worker Stream in less than 1 yr of work experience ?? I don't know about that ::)

Yes ... that is my understanding .. question is how you convince this to CIC .. a strong recommendation letter with all required info to support you claim (Time, hours worked, payment received, all roles and responsibility)+T4s+NoA and since this is very unusual claim pay stubs+contracts+employment history (can get from labor ministry) are useful, if not required.
 
Trust me go and work for 80hrs /week and it will raise other issues ...and questions ..:-))) you dont want to go that way...

Thats why I wrote "theoretically" which means very difficult, but not impossible, to demonstrate/perform/achieve :P
