Sent my biometrics and still waiting

Hi,

My friend sent her biometrics for her tourist application on August 15th and as of today (August 29th), the application status still reads as "Your Action Is Required".

This is what it currently looks like under application status:

Application status We are processing your application. We will send you a message when there is an update or if we need more information from you. Help
Review of eligibility We are reviewing whether you meet the eligibility requirements. Help
Review of medical results You do not need a medical exam. We will send you a message if this changes. Help
Review of additional documents The additional documents you provided are being reviewed. Help
Interview You do not need an interview. We will send you a message if this changes. Help
Biometrics We need your fingerprints to process your application. Check your messages below for details. Help
Background check We are processing your background check. We will send you a message if we need more information. Help
Final decision Your application is in progress. We will send you a message once the final decision has been made.

Her first application had been refused and they only provided one reason for her refusal which is that she did not include her I-20 document. This is now her second time applying and it is taking a lot longer than it did when she applied the first time for her biometrics status to get updated. We have tried contacting USCIS (where she got her biometrics done) and have confirmed that they have already sent her biometrics to CIC. I understand that delays could occur but it has been 2 weeks now and we are not sure if waiting it out is a good idea.

Another problem we're having is this. The first application she had submitted, it asked us to provide a letter of invitation. The second application it did not. We think it's because she answered differently for the question "What is the purpose of your visit to Canada?" She answered differently because both reasons are true for her "visit friends" and "travel" and since there were no option to choose both, she had to pick one or the other. She has sent an email to the CIC office in New York explaining this and has provided the letter of invitation as an additional documentation. Will this make it less likely for her application to get approved since the reasons are now different?
