If you google you will find some companies that offer services where you can order the notes from them at costs around $40 but If you're currently residing in Canada you can order them yourself or you can have a friends/family member currently in Canada order them for you.

The below link can be used if you are residing in Canada or someone else who is already in Canada can use this service it costs just $5.

Can't say I never had to use the service myself

Not sure but I believe he can there is a consent form on the link you will have to fill it up and authorize him I think that should do it.
