I have received a refusal for my extention of work permit. So I left work and am at home.My PR application has been approved and I have sent my passport and landing fees to Detroit. So I wont be applying for restoration as I will be a PR very soon.

My question is after I receive my passport and documents can I cross the Canada border, enter US (as I have US visa)and land in Canada and complete my re-entry into Canada procedure ?
Also after landing can I right away apply for SIN card in person and start working ?? or Do I have to wait for PR card ??

I have been given a temporary leave of absence from work as my company knows I will be PR very soon.As the PR card takes 3 months do I have to wait for 3 months and then apply for SIN card??
Thank you in advance for your advice

I'm a little confusing by your entry/re-entry question, but once you get your passport with your COPR (Confirmation of PR), you can complete your landing. With regards to future re-entry after landing, you will either need to wait on your PR card or apply for a travel document from a visa office outside Canada.

If you're trying to re-enter Canada to pickup your passport in Canada - well that might be a problem. But I am assuming you are getting your passport/documents sent to you prior to entering Canada.

You can apply for your SIN without a PR card - you can use your passport and confirmation of PR:

Permanent residents

You must submit one of the following primary documents:

Permanent Resident Card issued by Citizenship and Immigration Canada. This is the only acceptable document if your claim was processed in Canada.

Confirmation of Permanent Residence AND visa counterfoil affixed to a foreign passport or a travel document

Confirmation of Permanent Residence AND foreign passport for visa exempt countries

Record of Landing issued before June 28, 2002.

Verification of landing. This document is provided when an original of the Record of Landing or the Confirmation of Permanent Residence is not available (i.e. lost, misplaced, etc.).

You can land at the border even if you don't have a US visa. So, yes.

You can apply for the new SIN card and start working as soon as you have landed.

Point them to their own website, or the flyers in their office. It's pretty standard.

People answering calls at a helpdesk/call centre don't always know what they're talking about (in general), so doesn't surprise me.

As previously quoted by Seton, this is what Service Canada says on their website -
http://www.servicecanada.gc.ca/eng/sin/apply/proof.shtml

Possibly the only point of confusion would be whether "your claim was processed in Canada." I don't know what's going to happen in the future with applications processed completely at CPP-O, but up until the reorganization and closure at Buffalo, CEC applications were still technically processed outside of Canada (even those that went through CPP-O were shipped back to a US visa office for finalization and visa issuance).

I certainly was able to get the new SIN with my COPR.

e-CAS is not really intended for use by outland applicants; it is unreliable at best, and infrequently updated. Not sure if this is still true, but it used to be that most (or all ) outland updates were done on Tuesdays...
