I am an Indian citizen, Working in Saudi Arabia , i am planing to study in Canada.but i can reach India only after the last date of visa submission. so i just want to know is it possible to submit my visa application in Saudi Arabia. if possible where i can submit? and what are the procedures?

Well if you are reaching India only after the deadline then you better apply from Saudi Arabia.

Try to submit online visa file, its the best way for your case / 2nd is to use a consultant from your hometown who can represent you and submit file in the nearest VFS on your behalf... From Saudi Arabia its not a bright chance due to less home ties flag that may arise in the mind of Visa officer.
