The thing is, this is the second time that my friend is applying. The first time, she was rejected after a month and she was informed via email and some of her documents were mailed to her address.
But this time, she has received this message which is different and it is after 3-4 months. With this background, have you got any idea?

Did they ask for her Passport when they rejected her? If not, then most probably, this time is visa time!

They do not need passport for rejection, i think they want to issue the visa. Congrats to your friend.

What more 'clue' do you need mate?
Why don't you send them her passport and see what happens? You have to send it after all, don't you?

just like everyone else said, follow their instruction and you'll be fine. don't freak yourself out over nothing
