Senior members: Question Regarding Background check

Hi,

My background check went from "In Progress" to "Not needed at this time"

Looking up what this means I found that it means "we have not yet received an application for permanent residence. You need an invitation to apply before you can submit an application for permanent residence."

I find that's sort of strange. Did anyone encounter the same issue?
