Hi,
Have you deferred your admission to Sept. 2013 intake?
This is a 3 years Advanced diploma, usually pursued after 12th standard. (
http://www.senecac.on.ca/fulltime/MBT.html). You are clearly overqualified for this course with a 4 years B.Tech. Honestly, nothing can be said for sure... you may or may not get the visa. And having a higher IELTS score, always helps!
Remember, the decision on your application for a Canadian study permit will completely based on your individual application package. Usually good academic record ( especially marks of last major degree) , proper course selection (preferably showing progression in same field) consistent profile, sufficient proof of funding and a decent IELTS score is seen as a standard benchmark to get the Canadian study permit. You should prepare the application package as per the relevant checklist of the visa category, under which you are applying.
Have you considered applying to a Master degree in Canadian public universities?
Most Canadian universities need atleast B grade or minimum 60% in final 2 years of a 4 years Bachelor's degree for students from India, Pakistan, Bangladesh, Sri Lanka, Nigeria etc. and an IELTS score of 6.5 overall (with no bands less than 6)(some may require IELTS score of overall 7) for being eligible to apply to Master degree programs. Canadian universities DO NOT require GRE.
You can pursue a course based master degree (M.Eng) OR a research oriented, thesis based MaSc. degree in Mech. or closely related fields. The research based degrees are usually much more competitive, where one generally needs to show some knack for research (like published papers) and selected students usually get partial or full funding.
You can see general rankings of Canadian universities to get an overall idea.. as to which universities are reputed.
For example:
http://www.university-list.net/canada/rank/univ-7007.htm
www.4icu.org/ca/
Here's the list of ALL recognized Canadian educational institutes eligible for OCWP+PGWP, listed according to province:
http://www.cic.gc.ca/english/study/institutions/participants.asp
You need to go through the university department websites, contact the university departments to know more such as course content, graduate degree options, deadlines, tuition fees, admission procedure etc. You will have to do the hard work to find the right type of programs of your desire and shortlist a list of say atleast 4-6 more universities, you may consider applying to.
The application submission date for Fall 2013 (Sept) start in most universities is already long over, and you should consider applying for 2014 Fall intake, for which usually the last date can be anywhere between Nov 1 2013 (for research based programs) to Feb 1 2014 (for course based programs).
I'm not saying that this Seneca course is not good.. Infact, it's looks like a very good course, teaching all elements of skilled trades required in construction/ building science... and Canadian diplomas/ advanced diplomas like this often gives you more hands on approach to the subject (better if the program like this has co-op/ Field placement, giving valuable Canadian work ex.)... it's just that..since you are already B.E, for visa purposes..it would be better if you could, apply for a Master's... and later once in Canada... you can always change to any other post secondary program of your choice. Saying this... there's no guarantee either... that you will get visa on a Master's degree course or will be rejected on this advanced diploma course... It's just that applying for a Master's degree, increases the odds of you getting a Canadian study permit. But, If you are not interested in pursuing Master's... this is a 3 years course (showing your commitment to pursue serious studies for 3 years)... and you should definitely apply for visa only on this Advanced diploma course (if not Master's).. and pursue it.
Hope you got my point.
Best of Luck.
