Hello Forum Members,
Need your advise on the below situation -

I applied for Canadian PR under FSW category. Now, I have received the Passport Request from Los-Angeles Immigration Department. Currently I am in New Delhi, India.

They have given option for mailing the passport within 30days as below -

OPTION B: Submit your passport(s) by mail
Return of your passport(s)
Our mailing address: 550 South Hope Street, 9th Floor, Los Angeles, CA 90071

Using US Postal Service:
Please purchase two prepaid, 9" x 12" USPS Express Mail or USPS Priority Mail with Delivery Confirmation envelopes.


So my question now is -

a) Did anyone send Passport for stamping to US using US Postal Service or any other courier service?

b) Is it legal to send Passport from India to US?

c) Will Los-Angeles office mail my Passport back to India if I send the documents to them by USPS?

Please advise

It is not safe to send Passport via mail from India. One thing that i heard from someone (not sure what his source was), that if you give someone authority to bring your passports to US it is legal. I think it is something like Power of Attorney.

as long as the passport is associated with proper PPR documents, it should be legal.
UPS and other couriers do carry passports.
make sure you give the PR papers, copy of PPR request letter from your CHC with the passport.

I'd talk to the courier companies.
 
It is illegal to send passports either by mail or courier in India. And no - Los Angeles will not return the passport by mail to India.

I believe you have two options. Travel to Canada or the US with your passport and send the passport to LA from there. You will then have to wait until the passport is returned to you before traveling back to India.

Find someone who is traveling to Canada/the US that you trust to carry your passport. Provide them with a letter of authorization to take your passport. Once they arrived in North America, they can send your passport by post to LA. Once you passport is returned with the visa, someone will have to travel back to India with your passport to return it to you.

Finally I chose the 2nd option as I had only 30days time and can't get confirmation for other options.

SO, I sent my passport to one of my friend in Bangalore... he is flying to Canada and from there he'll mail my Passport to LA.
 
I sent couple of questions to CHC related to mailing my passport to them. Please find the Questions and the response below -

1) Can the PR Visa stamping be done at High Commission of Canada, New Delhi, India as I am currently in India ? If yes, what is the procee for this? - CHC Ans --> NO


2) If I send my Passport through US Postal Service Express Mail or USPS Priority Mail; will Los Angeles office mail my Passport back to India CHC Ans --> YES
or is there any restriction in mailing back the Passport to India ? CHC Ans --> NONE THAT WE KNOW OF.
