Sending passport to Canada or backhome when approved for visa while i am in canada

My friend is currently in canada with a tourist visa while he has applied for student visa from Iran. He received approval and now he is confused where he should send his passport to gehis the student visa( Ottawa or Iran)?

He answered to the questions 7 and 9 ‘Yes’ in the application form. He chose Iran as a place he is applying from when he was applying.
